HELP -URGENT: CREATE TABLE PERMISSION

Here is the situation. I want to prevent the developers to
CREATE TABLE. But if I do that the developer won't be able
to create temporary tables, which should be granted.
How do I solve this problem?Hi
When the user creates a temporary table what message does he get?
